City of Edgemont Common Council

Regular Meeting

November 20, 2018

Call To Order – Roll Call: Mayor Jerry Dibble called the regular meeting of the Edgemont Common Council to order at 7:00 p.m. on November 20, 2018, at Edgemont City Hall. Present were Council members, Roger Horton, Kimberly McDade, Carla Schepler, Jason Shook, John Sturgis and Robert Worden. 

The Pledge of Allegiance was stated.

Conflict Of Interest For Council Members: Carla Schepler stated a conflict with Item 8b – Liquor License Renewal for BW Gas & Convenience.

Approval Of Agenda: Carla Schepler made a motion to approve the November 20, 2018 agenda with the addition of the Igloo Bar as 8c for Liquor License Renewal. Motion seconded by Jason Shook. Motion passed with unanimous vote. 

Approval Of Minutes: Jason Shook made a motion to approve the November 6, 2018 minutes. Motion was seconded by John Sturgis. Motion passed with unanimous vote. 

Committee Reports:

Law Enforcement – Liz Rakness

Public Works – Joe Koller 

Mayor – Mayor Dibble wanted to wish everyone a Happy Thanksgiving and that he was happy to hear that the weather is supposed to be nice.

Public Comment: George Eberle wanted to meet the new Council Members so he would know who is representing him and what their qualifications are. John Sturgis, Roger Horton and Kimberly McDade responded.

Surgee Johnson wanted to ask the Council for an extension to clean up their property. Teresa Schumacher and Mary Kellogg responded to Council saying that they have had enough time and not to give an extension. John Sturgis told them that they needed to go to their scheduled court date and to discuss it with them and they could come back to Council at a later date.

Approval Of Claims: Jason Shook made a motion to approve the November 20, 2018 claims totaling $14,612.63. Motion seconded by Carla Schepler. Motion carried with unanimous roll call vote.

Nov 6-20, 2018 Salaries: Administration 1557.49, Buildings 461.92, Streets 1535.86, Cemetery 109.99, Park 58.03, Library 1046.69, Water 2299.38, Sewer 454.32, Garbage 327.97. Total Salaries: $7,851.65.

Nov 6-20, 2018 Expenditures: Intuit 31.95 updates, Butler 2463.35 repairs & maintenance, Century Business 145.97 copier, Hi-D-Way 1717.52 propane & repair, Kyle Kaiser 296.58 travel, TruGreen 1139.17 park, City of Edgemont 826.44 payroll liabilities, IUOE Local 49 140.00 dues. Total expenditures: $6,760.98.

Old Business:

Garage Doors For Old Reservoir And Building: Jason Shook made a motion to table this item until more investigation is completed. Motion was seconded by John Sturgis. Motion carried with unanimous vote.

New Billing Computer: The Council was informed that there was a change in the computer ordered for the Billing Clerk.

New Business:

Liquor License Renewals: Victory Steakhouse: Carla Schepler made a motion to approve the Liquor License Renewal for the Victory Steakhouse. Motion was seconded by Roger Horton. Motion carried with unanimous roll call vote.

Bw Gas & Convenience: Jason Shook made a motion to approve the Liquor License Renewal for the BW Gas & Convenience. Motion was seconded by Kimberly McDade. Motion carried with roll call vote. Horton – aye, McDade – aye, Schepler – abstain, Shook – aye, Sturgis – aye, Worden – aye.

Igloo Bar: Jason Shook made a motion to approve the Liquor License Renewal for the Igloo Bar. Motion was seconded by Robert Worden. Motion carried with unanimous roll call vote.

Ae2s & Simons: Dustin Dale from AE2S was asked by a developer that is looking at completing an addition to the City of Edgemont and will require water and sewer. He was wondering if the City would have any conflict with this since they work for us also. Council discussed the issue and they stated that they think it will be a good idea.

Delinquent Bills – Use Of Door Hangers: Jason Shook made a motion to approve the use of the door hangers only for the delinquent customer bills because it will save the City money and maybe get some attention. Motion was seconded by Carla Schepler. Motion carried with unanimous roll call vote.

Animal Control Substitute: Robert Worden made a motion to approve Chris Smith as a substitute Animal Control Officer in Dustin’s absence. Motion was seconded by Roger Horton. Motion carried with unanimous vote.

Library Volunteers: Carla Schepler made a motion to approve the following people as volunteers for the Edgemont Public Library: Sandy Heerdt, Lenny Heerdt, John Michalek, Terry Matt and Shane Miller. Motion was seconded by Jason Shook. Motion carried with unanimous vote.

Bench At Cemetery – American Legion Auxiliary: Jason Shook made a motion to approve the placement of a bench at the Edgemont Cemetery by the American Legion Auxiliary. Motion was seconded by John Sturgis. Motion carried with unanimous vote.

Shoring Box For Utility Crew: Jason Shook made a motion to table this item until cost estimates are received. Motion was seconded by Carla Schepler. Motion carried with unanimous vote.

Council President: By secret ballot Robert Worden was chosen as Council President.

Council Appointments: Mayor Dibble made the following appointments:

Law Enforcement & Safety Committee – John Sturgis

Utility Committee – Roger Horton

Finance Committee – John Sturgis, Roger Horton and Kimberly McDade

Union Committee – Kimberly McDade

Library Board of Trustees Council Rep – Kimberly McDade

Robert Worden made a motion to approve the Mayor’s appointments as read. Motion was seconded by Jason Shook. Motion carried with unanimous roll call vote.

Adjournment: Jason Shook made a motion to adjourn at 8:06 p.m. Motion was seconded by Robert Worden. Motion carried with unanimous vote.

The next regular City Council meeting will be held December 4, 2018 at 7:00 p.m.
